ArtifactResolutionTarget
A policy-bearing relator that identifies bytes for an application concern by naming a target artifact, a mesh-local file path string, a specific LocatedFile, or another explicit packaged/distributed target together with optional requested state, mode, and fallback policy. At least one concrete target should normally be provided, but this ontology does not enforce that cardinality directly.
