hasConfig
Associates a recognized config-bearing scope, such as a SemanticMesh or Knop, with local authored config for that subject's scope. Mesh versus Knop participation comes from the attachment subject; subtree-default inheritance uses hasInheritableConfig rather than this local attachment property.
