A rule describing when a direct remote/external locator such as sflo:workingAccessUrl or sflo:targetAccessUrl may be followed. The first-pass model is deny-by-default: remote access is allowed only when at least one applicable RemoteAccessRule matches and the active trust boundary permits it.
