MeshWorkspacePathRule
A portable mesh-carried rule that allows a specific local path prefix, interpreted relative to the mesh root, for selected local relative path locator kinds. The resolved prefix must stay inside the workspace described by the active mesh configuration and runtime context; this class is not host-local trust policy.
