ConfigResolutionConfig
Config for the resolver itself: discovery, trust caps, layer ordering, merge behavior, config-source references, cycle handling, unknown-term behavior, and cache policy. Trusted bootstrap resolver policy must come from application defaults, explicit runtime input, or implementation/service-specific authority; portable mesh config may only request or narrow behavior within the existing trust boundary.
