ConfigResolutionConfig
Config for the resolver itself: discovery, trust caps, layer ordering, merge behavior, reusable config references, cycle handling, unknown-term behavior, and cache policy. Trusted bootstrap resolver policy must come from application defaults, explicit runtime input, host-local operational config, or daemon/session state; portable mesh config may only request or narrow behavior within the existing trust boundary.
