ConfigLayer
A configured participation layer considered by a config resolver for one resolution scope. Concrete ordering belongs in ConfigPrecedenceProfile or an implementation/default profile. Referenced config sources inherit the layer of their attachment point rather than introducing a separate reusable-config layer.
